President Biden plans to call for tripling tariffs today on cheaply made, emissions-intensive Chinese steel and aluminum that comprise 0.5% of such imports, along with other actions.

This measure is designed to protect lower-emitting U.S. products against Chinese "overcapacity." Is this the White House's answer to Europe's forthcoming carbon tariff on emissions intensive goods?
