A snippet registering Brazil's "serious concerns" with the European Union's border tax on carbon-intensive imports made it into the draft COP28 text, albeit in a watered-down fashion.

The draft avoided criticizing the EU. Instead, it said climate measures "should not be used for arbitrary or unjustifiable discrimination or a disguised restriction on international trade."
