A European Union plan to impose tariffs on high-carbon imports could hurt developing countries in Asia but is unlikely to lead to big reductions in greenhouse gas emissions, Reuters reported.

The study from the Asian Development Bank is yet another warning from the international community that the EU's carbon border tax won't necessarily meet the intended goal.
