A draft COP28 agreement has dropped references to the phaseout of fossil fuels in favor of reducing consumption, after opposition from oil and gas-producing countries, the Financial Times writes.

Just a few hours before this text dropped, U.N. Secretary-General Antonio Guterres said one measure of the summit's success is for nations to agree on a fossil fuel phaseout.
